  - revamp API (make analogs for Unix fs access calls)
  - add dircache list to tar handle
  - support star format(s)?
  - add support for POSIX.1-2001 pax format

* libtar program:
  - make the libtar program a much more fully-featured tar
  - move output.c and wrapper.c from lib directory to libtar directory
